Oracle Enterprise Manager Agent 13.5 Installation on Linux, using privilege delegation

we have some challenges here.
We don’t have the oracle user password or the root user password.
We cannot directly login as oracle user or as root user.
We can only connect as opc user and then we may switch to the oracle user or to the root user.
