Oracle Database Cloud Service Provisioning is very slow

While creating an oracle Database cloud service (or the new name “Oracle Base Database”):

and after passing all the required information, and then clicking “Create DB System”, it started to provision the database system:

The problem here is that it takes very long time to provision, I waited for 1 hours, 2,3,4 hours without luck.

I left it even running for the next day (more that 20 hours), and it is still in the provisioning state.
I refreshed my browser, logout/login again, It is still provisioning.

So, I decided to “terminate” this request, and created a new request with exactly the same inputs as before, except that I changed the shape from “VM.Standard3.Flex” to “VM.Standard2.2”.

Now my request completed successfully in 17 minutes without any issue.
